Abstract

This article explores the concepts of digital citizenship and digital literacy, trying to relate them to each other and understand how digital citizens use the Web in civic terms. The exploration begins with general definitions of citizenship, emphasizing the civic dimension, and of literacy, including the characterization of digital literacy and a definition of its measurable indicators. These indicators are related to digital citizens’ use of the common Web to exercise their rights and responsibilities. The sample for this study included 186 valid responses to surveys applied in person. Respondents met the prerequisites that include Web use and possessing a profile on the social network Facebook. The results show that despite the high levels of digital literacy of respondents,
their digital citizenship is passive.
