Soft law e os problemas de implementação do processo de Bolonha

Resumo

A nível europeu, a implementação do processo de Bolonha e da Estratégia de Lisboa têm promovido o desenvolvimento de instrumentos que visam a implementação das políticas. Neste artigo, discutimos esses instrumentos e como eles têm contribuído para promover mudanças nos sistemas de ensino superior europeus no sentido da criação de uma Área Europeia de Ensino Superior (AEES), um objetivo do processo de Bolonha. Para esta discussão foram mobilizados dados de um estudo sobre a implementação de Bolonha para avaliar até que ponto o uso de mecanismos do tipo soft law tem sido eficaz para a implementação do processo de Bolonha a nível institucional, incluindo a sua capacidade de coordenação.
