To train an elite or to educate the people?

Abstract

In an interview in 1976, the then Minister of Education, Sottomayor Cardia, a member of the Socialist Party, argued that the two main priorities for the Portuguese education system, two years after intense activity in schools and throughout the education system in general, were: 1) to improve the quality of teaching; and 2) to make Portuguese schools better able to respond to the labour market. If the aim of these two priorities can be interpreted as aiming to train a new professional elite, it is perhaps legitimate to ask: who would be the new ‘excluded’ from this radical reorientation of the education system’s priorities?
