This article reflects on the relationship between local government and education, aiming to contribute to the understanding of major landmarks and strengthen that the knowledge regarding its stages, so as to frame possible trends in future development. Within the realm of education and government, the state’s relationship with municipalities is usually marked by several stages that show the multiple ways in which local power is subordinated to central power. The subordination and complementarity of municipal educational policy in relation to governmental policy is the result of continued differentiation strategies that, threaten the democratic, egalitarian and emancipatory
nature of the public education system.
